You can change the view and window size to get icons into a column or
columns but it looks a bit odd to me.

I don't know if it is possible without a third party add on. I am using
Classic Shell from Sourceforge, and it allows me to list all the Control
Panel items in a single column sub menu of the Start menu.

You don't need any third-party utility to do that. Windows 7 will show the
Control Panel in the Start Menu as a menu itself, ie a list...

Sure, if you don't require true alphabetical order :)

IMO, the weird thing is that the code to sort such a list properly is
very simple, yet many programs don't do it.

Try:
R-click on Start/Orb in bottom LHS; select 'Properties'; Select
Start Menu tab is not already selected; L-Click on 'Customize'
button; Find the Control Panel selection buttons; select 'Display as
Menu', OK your way out. Now you see a column list when you select
'Control Panel' from the Start menu.

Could be. Classic Shell is the first thing I install in Windows 7, so I
don't know much about the default options.

The default option is "Display as a link". You can get it to display as
a single column (Properties | Start menu | Customize | Control Panel |
Display as a menu), but then you have to use the drop down (and go up)
arrows to access those CP entries which cannot be seen in that column.
However if set for display as a menu, one can double click on "control
panel" and bring up the dumb full screen.

I'm sorry, that should have read right click on control panel, then
click on open.

That doesn't make any difference on my system. It still looks like
"Display as a link" whatever that means.

It means that when you left click on it, the actual Control Panel window
opens. "Display as menu" should show a submenu listing the Control Panel
items when you hover over the Control Panel entry.

I know what it should show but it doesn't make any difference.
Control Panel window opened no matter what I set. I went back to
default settings, then set "Display as menu" and now the menu shows so
there must be something that can be set to prevent the normal
behaviour but I have no idea what it was!

I think everyone has missed what the OP was about. Normally, CP is
alphed across columns, which makes it extremely hard to find anything
..... in my opinion. Going to one column will make them alphed from top
to bottom. But what OP and I would like, is a way that it is alphed
down the 1st column and then continue down the 2nd column, etc.

By now, I've gotten so that I either force myself to read across, or
just read down column by column and somehow shrug off[1] the
discontinuities.

[1] To be honest, I usually bitch a bit :)
