It does not work since - as I pointed out in my original post - it
applies only to Outlook 2007 and 2010. As I pointed out in my
original post, Hotmail Connector does not work with Outlook 2013. As
I pointed our in my original post, Microsoft have not updated the
documentation.
This is the most interesting thread I've found so far on the topic.

I can't tell from that, whether it was supposed to work, or not.

The Phone syncs with the MSFT account.
Outlook 2013 syncs with the MSFT account.

Neither the Phone nor Outlook 2013 (main contacts and calendar) sync with each other.

Data can be pushed up from either location (Phone or Outlook using a MSFT account), but only down from the web....not to each other
Phone or Outlook.

The Hotmail Connector in 2003, 2007, 2010 uses MAPI (via DeltaSync/HTTP). The built in Connector code in OL2013 is EAS.
- see above 'The Phone syncs...; Outlook 2013 syncs.----> with a web based MSFT account.

You are correct. (My bad!) My cellphones are Android based, and I use a
conventional Android email program to see multiple IP account addresses,
including microsoft. Win 8 with Office 2013 may introduce some
variables, but after setting up outlook, checking that it's working,
etc, from habit, I tend to use Thunderbird.
My problem is I am trying to synchronise Calendar and People
(contacts) so I am not sure another email program would do that.
Anyway I cannot believe that the latest Microsoft Phone software
cannot communicate with the latest version of Outlook.

(Actually I can believe anything but I don't want to offend any
sensitivities by appearing to criticise MS.)

Thanks. The problem is now solved. In simple terms, you send the
contacts to a comma separated values (CSV) file then import into
Outlook.com. You set up the phone to link with Microsoft account.com.
On the next synchronisation the contacts appeared.

That's one route..Glad you got it working.

Another route that folks use with Outlook 2013 and the MSFT Hotmail type account set up in OL13 using EAS.
- copy the contacts from the OL main profile contacts to the MSFT account contacts and sync up to the cloud thereby allowing the
phone to grab them. Changes made thereafter in either location will be present in both (though one does have to ensure they are
using the MSFT account contacts in OL13...if not then any new contacts added to the OL main contact list will have to be copied to
the MSFT account list).
- either way (upload via csv to the web UI or copying to the MSFT account contacts) requires a few extra steps to achieve the
desired results.
