This freeware program works fine in Win7 Starter. It's not as useful as
PrtScr but it may fulfil some of its functions.

Seconded. One of the computers here at my house has Printkey 2000 FreeIf you have Starter and no Snipping Tool, AFAIK, this works in Win7. It's
free and you can crop before you save. No bells and whistles, but better
than screwing around with Paint, IMO.

There are lots of hits when I google for

Hold down the Alt Key and at the same time press the Print Screen key.
The picture is then in memory. Now open your graphics program and just
do a paste.

MWSnap's biggest drawback is that it runs in Windows while the Print Screen
button (PrtScr) is really useful for catching the sort of error message that
pops up in front of everything else.
This software would be great eg for someone preparing a Powerpoint lecture
about software since you can select a small area of the screen rather than
having to edit your screen print with Irfanview
