In my case....It's been present on all my installs.
I have seen a few reports that the P&F option was not present when installing the optimized for MSN versions of IE9, or installing
with MSN premium software, even another claiming it wasn't present by clean installing Win7SP1 (not true since IE9 and Win7Sp1 were
separate releases though SP1 does include all the prerequisites for a smoother IE9 installation), and a few saying that Ok'ing the
IE9 update via the balloon notification in Win7 was the cause.
Unfortunately I've not seen any of those or even tried to duplicate them since IE9's option to uninstall is present on all my Win7
installs including a Win7 RTM with IE9 that had the option before and retained it after installing Service Pack 1.
Others have suspected that some causes could be corruption or related to the presence of third party AV and/or Firewall.
There is no doubt though that it has occurred
That's actually a pretty good question and one with answers all over the map.Is it known why it doesn't appear in Program & Features for some setups?
Is it consistent - so that if the issue existed with IE7 to IE8, it
would exist with IE8 to IE9?
