What is consistent with all my library folders is the name of the
library folder in green
text at the top left and the 'Arrange by' drop-down menu on the top right.

I've just checked with my other machine (similar machine came with its
own OEM Win7) and that's the same as this one here. And everything works
fine; create new libraries, rename, delete, display.....all ok.
I don't know how I got this, but I seem to get it quite consistently!?!
