It is only possible to clean install Windows 7 from Windows XP

You can use the Windows 7 Upgrade discs, but you must perform a clean Windows 7 install.

Windows Easy Transfer (Migwiz.exe) is available on the Windows 7 DVD in the Support\Migwiz directory, you can run the DVD and browse to it within XP to execute it and transfer some data and settings that way.
That would be like hacking a 1978 Beetle car with a 2008 Beetle car... it isn't going to work.
