Windows Program Startup Priority?

I'm wondering if theres a good reliable program by which you can prioritize the startup order of programs on W7?

Start-up Delayer.

Do not change the windows start-up programs priorities, as it will affect PC performance. I would suggest to stop un-necessary programs instead of prioritizing them.
Go to Service Manager and Stop the unwanted Programs.
