In what way? Can you boot 2 full-on/bare metal OSs at the same time? No.

Can you have Windows7 (Pro, Enterprise or Ultimate) up and running and
launch an XP-mode VM within that? Easily.

Installing WinXP Mode in Windows 7 (so WinXP is running in a VM
as a guest OS, at the same time as Windows 7 is the host OS).

http://www.7tutorials.com/windows-xp-mode-prerequisites-installation-guide

"Windows XP Mode is only available for Windows 7 Enterprise,
Windows 7 Professional, and Windows 7 Ultimate"

See the section "How to Access Applications Installed in Windows XP Mode",
to see how a WinXP application can be launched from the Windows 7 Start menu.

If you don't have the necessary version of Windows 7
(like my laptop, which has something called "Premium"),
then you'd need an "Any Time Upgrade" to bump the
Windows 7 version to a high enough level. It basically
amounts to buying that copy of WinXP.

Yes. Download XP Mode and install it. You can run both at the same time.
