windows 7 power voltage

Could you tell me what's power voltage suitable for windows 7 home edition laptop. At moment l am used 18-5 vault. Some tell me 21 vaults. Sometime l get orange blink light flashing try to start up. Any tips please. Thanks guys

Your hardware matters for the voltage, not your OS. Check the requirements/recommendations for your motherboard/RAM/CPU
