I use FF6.0 as a browser and I have IE 9.08 64bit as a backup. And
sometime I use IE9.08 for certain things and FF6.0 for others.

The FF6.0 has a field in its Options to direct all movies and images
to some designated folder, and this works well.

But the IE9.08 doesn't, and refers to "Libraries" but never stores
items in just one folder at all. Why is this, and why hasn't it a
field as simple as FF6.0's?

Is this what you want IE to do?
Make a new folder on the desktop called webimages, on the desktop
create a short cut to the webimages folder. Open IE, drag the shortcut
onto the Links bar. Drag and drop images on web pages onto the
webimages folder on the links bar.
