You don't mention the type of computer or how long you've had it or anything really but you want us to guess. OK, if I had to guess the sound may be an overheating warning, possibly your CPU fan died.

If that guess is wrong then I still suspect something is physically wrong and you are looking at opening it up and repairing it yourself, taking it to a shop, or replacing it.

have you tried cleaning/upgrading your CPU cooler??

it's possible that you have an overheating issue due to an insufficient or clogged cooling solution, if by cleaning/replacing the heatsink (or radiator and pipes if you liquid cool) the issue has not rectified, it is possibly down to either a weak power supply or a failing CPU (which I've seen only one of out of 60 computers I've repaired/refurbished) or an unstable motherboard (pre-failure), I will need to know more about your computer, e.g the power supply wattage, age of the system and the CPU type and whether or not it has a stock cooler or aftermarket one on the CPU and also if you have cleaned it within the past 5 months and if you know the motherboard model, that will also come in handy too!!

Considering he said he tried turning on the PC, it's not an overheating issue. The PC is off, has been off, was off, no heat is generated.

Secondly, you mention sound. Normally, that funny sound is probably coming from your hard drive. If not, perhaps the CPU, but I haven't seen many CPUs in the past make werid sounds if the cooling fan is off.

Otherwise, perhaps it has to do with your boot.ini files, but not sure on that one.

I am certain is has to do with hardware issues. Check your hard drive. :D

Marc, many computers have CPU sensors and an option to sound a warning when temperatures reach a certain level and then to shut down when it goes even higher (I think the difference between the 2 settings is about 10 degrees). You can usually find options for this in the BIOS. If the fan is not cooling the CPU properly it could heat up very quickly, especially if this is a laptop (which the OP didn't specify). So if this sounds like an intentional "warning tone" rather than parts hitting together it could very easily be heat related.

Hard drives can make weird noises when they are going bad too. That sound would come from the metal parts and spinning motion inside the hard drive as they hit in ways they shouldn't but that sound would not be generated from the motherboard/speaker.

Perhaps the poster will come back and give us more details on the make/model of their computer and perhaps on the type of sound.

Okay you might have to try System Restore as it is the best way you can use to fix the issue. Click Start, point to All Programs | Accessories | System Tools. Click System Restore. Follow the on-screen wizard.

I believe some startup programs are the issue here. Just open System Configuration program, disable startups and services and restart.
