Will the win 7 backup utility make a complete system image if the system
disk also contains a FAT32 partition?

I would change that to read, "It's probably not a good idea to use the
Windows 7 backup utility if you have one or more FAT32 partitions
since those partitions will not be backed up."

So use a third party backup utility instead. Problem solved. There are
many to choose from, and some are free.

Acronis, Paragon, Norton, Ashampoo, or
"Free backup utility outshines Windows 7's built-in disk imager

I have tried the first 4, each has it's own merit and faults.
Dificult to pick one...

No. It says it won't work in one of the KB articles, for what they're worth.
