Can an image of Win7 be installed on a 32Gbyte thumb drive? Then installed on a 4Terabyte Mac mini?

Yes but the thumb drive has to be in a format capable of booting. There are applications that will prep the drive before copying data to the drive. But if you want to manually copy the data, you will first need to manually prep the drive.
