Anyone know how to keep that pile of **** from shooting up to the top of
a particular folder every time I try to work on a sub-folder way below.

Like, define "pile of ****" for us, in explicit terms.

If you're a "person of few words", you can take a screenshot, and post
the resulting picture on a picture hosting site. I use imageshack.us
but there are a few others that work as well. You can squeeze a lot of
details into one picture (example here).

For photo editing, I use the free "GIMP" program, but it's an acquired taste
(I can't work the layers interface in it properly).

It's been discussed but not solved.

It is said that sometimes when you select items in a particular sequence
it doesn't happen, but I haven't mastered the steps. I'd rather just
complain :)

You'd think that by version 7 they would have crap like that
worked out.

"Crap" is an abbreviation for "Ballmer". Until the M$ directors realize
that their company has hit an iceberg named Ballmer none of these
problems will be solved. You can be for, against or neutral about Steve
Jobs but his statements re Ballmer are right on. Never send a CFO to do
a man's job.
