Go to Power Options > click Choose what the power buttons do >
at When I press the power button heading, what does it say ?
Shut down? Do nothing?

I would also encourage you to make sure you have the latest BIOS for your computer because many older computers got BIOS updates to handle ACPI (or handle it better). ACPI has to do with the power options including sleep/hibernate.

When you say the monitor does not turn off - do you mean it remains powered on or does it prevent shutting down the PC or something is always displayed? As long as you only have video cable connecting the 2 there is nothing that you can do to powering off the monitor. If incidentally you have a power supply that also has a power output socket it will remain powered on at all the time. It is just a convenience to reduce wall socket by 1. The monitor going to sleep when there is no signal is strictly a function of the monitor and not the PC. It does not matter how you initiate the shutdown, my simply pressing the power button or through several clicks via the menu. I normally use a utility called "right click extender" which allows me to add several additional function to the desktop context menu including restart, shutdown, hibernate, etc..
