Where to go for Outlook Connecter help?

Damn Outlook Connecter with Outlook 2003 collects hotmail email fine but
items never get sent and remain in outbox indefinitely.

Can't seem to find anyplace offers any kind of knowledgable advise so
asking here if anyone can point me in right direction.

The Outlook Hotmail Connector aka Outlook Office Connector aka Outlook
Connector is only needed if you want Deltasync access to your Hotmail
account. Deltasync is Microsoft's proprietary version of IMAP. Rather
than provide IMAP access, Microsoft chose to go with their own protocol.
If you use POP to access your Hotmail account, you don't need the
Outlook Connector add-on.

POP: Already supported in Outlook. No add-on required. Has no
concept of folders, just a mailbox (which is the Inbox folder
when using a webmail client to view an account).
IMAP: Already supported in Outlook. No add-on required. Can sync
to folders other than just the Inbox.
Deltasync: Requires add-on in OL2003-2010. IMAP-like sync to Inbox and
other folders along with server-side sync to contacts and
calender.
WebDAV: An older Microsoft proprietary protocol later replaced by
Deltasync. Supported in OL2007, and earlier. MS servers
stopped supporting DAV connects in June 2009.

In Microsoft's history of e-mail services, they have made a major
change, on average, every year. It is a moving target. I prefer to
stick with standards over which Microsoft has no control. In another
2-3 years, Microsoft will likely drop Deltasync for something else.
While there have been updates, POP has been around for 28 years and IMAP
for 24 years. WebDAV lasted 10 years and Deltasync is 5 years old.

In Usenet, you might try asking for help on the add-on in the Outlook
newsgroup, which is at:

microsoft.public.outlook.general

They'll probably want to know what error message you get when you
attempt to send an e-mail to your Hotmail account using Deltasync.

Where one goes for help for the Outlook connector is like finding a needle in a haystack.
Depending upon the problem three separate locations may be necessary (and with each Forum moderator or Support technician) trying
to push you elsewhere)..those locations in answers.microsoft.com
- Sign on problems (Live ID/Microsoft account forum)
- Hotmail/Outlook.com web UI problems (Hotmail or Outlook.com forum)
- Outlook problems (Outlook forum)

When problems occur with the Outlook Hotmail Connector diagnosis of the cause can be misleading but usually indicates some forum of
corruption. In the case of OL2003 the solution may even be more invasive than OL07/10.

For starters
- Never, ever remove the Outlook Connector prior to removing the Hotmail account from Outlook since Outlook's pst file contains a
link to the MAPI Hotmail account..doing so could corrupt the primary Outlook profile requiring complete removal of all accounts and
Outlook and subsequent reinstallation of Outlook and/or creation of an entirely new user profile.
Thus the steps to follow before seeking support would be
1. Remove the Hotmail account from Outlook (allows OL to update its Psft file without the MAPI account reference)
2. Uninstall the Outlook Connector (Add-Remove Programs or Programs and Features)
3. Shutdown/Restart
4. Open Outlook and verify you can send/receive mail from other OL email accounts
5. Close Outlook
6. Reinstall the Outlook Connector
7. Open Outlook, setup the Hotmail account. Outlook will have to be closed and reopened to finalize the Outlook Connector and
account setup.
8. Open Outlook and test the Hotmail account.
