The Outlook Hotmail Connector aka Outlook Office Connector aka Outlook
Connector is only needed if you want Deltasync access to your Hotmail
account. Deltasync is Microsoft's proprietary version of IMAP. Rather
than provide IMAP access, Microsoft chose to go with their own protocol.
If you use POP to access your Hotmail account, you don't need the
Outlook Connector add-on.
POP: Already supported in Outlook. No add-on required. Has no
concept of folders, just a mailbox (which is the Inbox folder
when using a webmail client to view an account).
IMAP: Already supported in Outlook. No add-on required. Can sync
to folders other than just the Inbox.
Deltasync: Requires add-on in OL2003-2010. IMAP-like sync to Inbox and
other folders along with server-side sync to contacts and
calender.
WebDAV: An older Microsoft proprietary protocol later replaced by
Deltasync. Supported in OL2007, and earlier. MS servers
stopped supporting DAV connects in June 2009.

In Microsoft's history of e-mail services, they have made a major
change, on average, every year. It is a moving target. I prefer to
stick with standards over which Microsoft has no control. In another
2-3 years, Microsoft will likely drop Deltasync for something else.
While there have been updates, POP has been around for 28 years and IMAP
for 24 years. WebDAV lasted 10 years and Deltasync is 5 years old.
In Usenet, you might try asking for help on the add-on in the Outlook
newsgroup, which is at:

They'll probably want to know what error message you get when you
attempt to send an e-mail to your Hotmail account using Deltasync.
