Virus make your access permission disables

Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item"
The Virus make your access permission disables. Whenever you are click the exe files or you are trying to open Control panel a message come like “Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item"

Firstly, I'd just like to point out that this is the Windows 7 Forums, and that what you posted looks like windows XP... Also, I suppose you want help? Sorry if I may not seem very nice, it's just that it's kinda hard for me, at least to understand if you need help, or if this is a warning...
Anyway, If you need help,I advise you to try booting into safe mode and passing a virus scan. Might also be usefull to do a system restore to before the problems, if any system files got corrupted.
If you can't do anything, you could try doing what Roban said in an other post:

Boot from one of them and scan. Make sure you are connected to the Internet so it can update. After this you should be able to log on to Windows and use malwarebytes to finish it off. I do this all the time. One note: Make 2 CD's of different programs as not all of them will work on a given system.

I have had the best results with Kaspersky and BitDefender.
