I use my W7 PC offline in a remote location, I had a problem with Windows recently when it needed to connect to the internet to verify its legitimacy after being offline for about 4 months.
The only solution I know of is to take the tower itself to a location where you can connect to the internet, or install a wireless connection if possible. Don't forget if your problem goes a little deeper than this you may very well need your Windows serial number which should be on a sticker on the side of your PC tower.
There are 3 methods here that are quite simple. Using the third method, it took about 2 minutes for my serial number to pop up so give it a minute to verify itself and hopefully that will sort it out:
