I currently run XP Media Centre but I am thinking of installing Windows 7, when you go to TV in XP my monitor shows this full screen (ViewSonic), does Windows 7 show TV full screen, even though you have clicked full screen, or with the dreaded black bar top & bottom?

When you're in full screen, you get this:

XP:

In Windows 7:

So no, the black bar isn't there... What black bar are you talking about?

In the two screens you sent the XP on seems slightly larger, however you know when you see a video in XP media player say the picture is in a letterbox format, on the microsoft website advertising Windows 7 the videos demonstrating various items are shown in this letterbox format & I was curious if this was the case in TV in Windows 7

This would all depend on the input source and the size of your monitor - If you have a widescreen source and a square monitor then you will have black bars top and bottom. This only make sense in order to maintain the aspect ratio of the video - otherwise people would look tall and thin. In the USA widescreen is the common format since the switch to digital. Some cable companies cut the edges off so that the widescreen picture can be displayed on the old 4:3 aspect TVs w/o the black bars but you are loosing actual image on both sides. If you want to minimize black bars top and bottom then invest in a widescreen monitor.
