trying to get into Local Setting Folder

I'm trying to drop a pst file into the local settings folder to restore my emails in outlook. I can't seem to be able to access this folder due to security reasons. How do I do it? According to permissions it seems to say I have it, but it still gives me 'access denied' when trying to open it. OR is there an easier way for me to replace the newly installed outlook.pst with my old one?

The "local settings" folder, under username and default, is not intended for general use.The "Take Ownership" hack will certainly allow it if you want to look in there, but you will find it is full of configuration files, which are available in the Program files folder itself.It can be dangerous to take ownership of, an use, some of the "denied access" folders in Windows.
One common result is double duplication of whatever you may be trying to pout in there, with a resulting conflict of paths.
I do not use Outlook, but the filed can be found in:
C:\Users\Chris\AppData\Local\Microsoft\Outlook\Outlook.pst
To see this folder, you must change your Tools - View options, and show hidden files and extensions.
