What do you mean by "syslog"?
There are plenty of event logs already built into Windows 7...

I have been using Kiwi syslog server for many years:
http://www.kiwisyslog.com/kiwi-syslog-server-overview/

It runs as a service, meaning that it records syslog messages whether
you are logged in or not. It also has a decent GUI. Some features are
reserved for the paid version. It costs too much, so I just use the
free version.

Kiwi Syslog Viewer runs on Vista. It should run on Win 7.

Wallwatcher is good too. I have used it in the past, along with Kiwi.

I'm sure the OP means the same thing that "syslog" has meant for the
past quarter of a century - that is, the IETF standard system message
logging facility. Primarily adopted in Unix / Linux and variants, but
also used in other operating systems especially when a standard method
is desired in place of proprietary logging tools like Windows provides
natively.
