Strange hidden directories after upgrade

Does anyone know what the hidden file folders that appeared after
upgrading from Windows Vista to Windows 7 are and if and when they can
be deleted?

They are $INPLACE.~TR and $WINDOWS.~Q

Yeah, those should have been deleted by the setup routine when done. Unless
things went wrong during your upgrade.
