SSL vs TSL

I thought TSL replaces SSL. Why is TSL 1.0 being used when 1.1 and 1.2
versions out? 1.2 since August 2008.
Why is SSL 3.0 still checked? I noticed that if I change to TSL 1.21 and
uncheck SSL my bank web page won't display. Who decides what to use?
