Speedier boot

I was getting a warning in the system log at every boot; "Custom dynamic
link libraries are being loaded for every application". Just a warning
but I decided to track it down, and that led me to;

There are several confirmations of the success of the registry change
suggested by No.Compromise, so I gave it a try; and it's knocked about
15 seconds off the boot time.

I fully endorse it to one and all.

Will have to take a look. I get the same error on 4 win 7 machines.
