I have a copy of windows 7 home basic 64 bit. on shutting down,for a long time it shows the screen stating waiting for background programs to close while there are none listed and thus takes very long time to shut down.is that normal?

My system would hang when the "Shutting Down..." message was displayed. I was able to resolve the issue by running a system restore prior to the update, although I haven't figured out what the specific cause was for the excessive delay.
I have it narrowed down to these culprits: Microsft .NET Framework 4 Client (KB982670), Windows 7 Media Center Cumulative Update (KB981078) - both of which I have uninstalled and hidden from future update notices - Windows Defender (real-time protection enabled), SUPERAntiSpyware, or Malwarebytes full version. One of those caused the system slowdown during the shutdown process.
I would suggest running a system restore by clicking on the "Recovery" icon in your Control Panel. Select a date prior to when you noticed the delay. Hope this helps you.
