Resolving Limited or No Internet Access Issue on Windows 7 Laptop

I'm experiencing an issue with my Windows 7 laptop where it intermittently displays "No Internet Access" or "Limited Access" despite being connected to the internet. How can I troubleshoot and fix this problem?
