I use pmview, but it doesn't do multiple resizing of files.Windows 7.
From memory:
right click on image, select send to email recipient. It then asks you
if you want to send it reduced size or not.
I've used PMView for years to resize images generally:

on our XP systems and it works beautifully for downsizing single or multiple
images.
