Repair disc not working

I have a HP Pavilion and it cannot load windows. When I power up I hit ESC and I load the CD, choose f9, then choose internal DVD drive, then choose CD or DVD. I can see on the bottom of my screen that Windows is loading files. Next thing that happens is that I get a blue screen that is not the BSOD, but one that has sun rays. Next is a box labelled SYSTEM RECOVERY OPTIONS. I select NEXT and nothing happens.
