If you are talking about Laplink, Windows 7 Upgrade Assistant, yes I've
used it.
When you run the program it does not collect the actual files, it
collects a "library" of the programs that will be moved. When you create
the "moving van" it should be on the same drive that will be used for
the installation of Windows 7.
There are some programs that, for me, did not move without a re-install.
Photoshop CS3, Office 2007 and a couple of others, but for me the
program did what Laplink said it would do.
