Missing "CRYPT32.dll" laptop cant start

Hi, I have a laptop that cant start as when the OS tries to boot it gets to
a black screen with only the mouse pointer and a popup that says:

LogonUI.exe - System error (this is at the top of the window)

The program cant start because CRYPT32.dll is missing from your computer.
Try reinstalling the program to fix this problem.

If I click the Ok button it comes back and nothing else, It has Win 7 Home

It is not my laptop as its my friends landlord, the only info I have is that
it has problems so when I tried to boot it I got the message and also tried
safe mode into windows but the same happens, but with boot with command
prompt it gets to Windows/system32/drivers/Atipcie.sys and the black screen
shows and then the popup again saying the same error. Will I have to do a
reinstall of the OS or could I use fedora or something like unix to copy a
new file across or is there a Win 7 boot disk with a repair I can use?

A Win7 user stuck at this type of problem would probably
benefit from owning Woody Leonhard's Windows 7 for Dummies.
Three standard cures are:
System Restore (if you can boot in any way)
System Repair from boot disk (single CD)
(Some laptops can also execute System Repair from a hidden drive.)
Reinstallation to factory norms (from DVD boot disk.)

One of the Safe Mode menu selections lists drivers on screen as
they load, i.e. lets the user write down what files may be missing
(and might be copied over.) But if this laptop will not boot at all
from the hard drive you will need a bootable CD or DVD to proceed.

Atipcie.sys seems to be part a video driver.

so while I waited for a reply I used linux mint and found windows/system32/
folder but there was a file called crypt32(217).dll so I copied it to a temp
folder and renamed it without the "(217)" and it boots just fine now but now
the question is do I need the file crypt32(217).dll? I can find much with
google.

What is this file, do I need it and if its the normal file crypt32.dll how
did it get renamed?

Did you find it in a quarantine folder perhaps ?

The thing is, the OS has no need to rename files, since everything
starts from the "store" and is hard linked where needed. It's
possible for the store to hold multiple copies. Then, if crypt32.dll
needed to be "versioned", they'd just link it to the appropriate
copy in the store. So there'd be no need for a clumsy crypt32(217).dll
naming convention. They'd just create a new version in the store,
and the file outside the store could continue to be called "crypt32.dll".
The magic is done with hard links.

It smacks of malware. Or, of malware that's been quarantined. Or,
of a legit file, detected as a false positive, and quarantined. AV
software has been known to trash a machine, because of a bad AV update.

I would be scanning the crap out of that machine, right about now.
There's got to be more to it than that. Also, check the logs on the
AV, to see if the AV already attempted to clean up something.

Repair installing Windows 7 isn't as easy as with older OSes.
For example, if the machine is updated to SP1, it's going to be
harder to meet the conditions. You can download an SP1 DVD off the net,
from places like digitalriver. And it's not really a repair install
either, more of a "windows.old" style install (you get to keep
your old Windows folder).

You could play with System File Checker, but this option has
never inspired confidence. And the "store" concept in Windows 7,
I don't see any reason for the contents of the store to be any
more trustworthy, than previous versions of Windows. The only
way a System File Checker would make sense, is if computed checksums
for all the files, could be run against checksums for the files on
a Microsoft server.

Hay Paul, I did not find it in a quarantine folder just in the system32
folder, I got into the laptop with ophcrack and found avg so now im into the
logs and the system logs to find anything but the first thing that happend
into it was it had a popup saying that the system restore was not done
succesfully maybe it had something to do with it I dont know. I saw on
google that some windows updates were doing this same problem I might sugest
a backup of his files and redo a clean install , I have not had much
experience with win 7 but if I press a button on the laptop it goes into a
menu from cold boot with options for a tools wizard and others one is return
to factory setting, I if my memory is right has an option to do a reinstall
so I'll use that but right now after this post I will use the make a system
repair disk in case I need it.
