Every time I disable the microphone I have to reload the driver and
reboot to get it back because all the recorder says is 'no device
installed'. This is a rather STUPID way to shut of the mic. Is there a
better way? This is a notebook with a built in mic.

Look for a "Mute" icon in the Microphone controls. Click that instead.

What happens if you unplug the mike when you don't want to use it and plug
it back in when you want to use it? Or is it a built in mike?

Are you disabling it in Device Manager by disabling the driver? If so
that's your problem.

Try

The hard way:
Control Panel > Hardware and sound > Manage audio devices > Recording
(tab), then select Microphone > Properties (button)

The easy way:
Right click on the speaker icon in the notification area, choose
Recording devices, then select Microphone > Properties (button)

Once there (either way) you can enable and disable your microphone in
the Device usage selector at the bottom of the panel.
