Installing Bluetooth Problem

Hello , I have Toshiba Notebook

I recently updated from 32 bit to 64 bit and ever since I can't seem to get bluetooth working.
It was working fine on 32 bit and now It is screwed.
I downloaded it from the Toshiba Site
I installed it once and then came up with some error message. I got told to uninstall and try again. It installs the programs but when trying to install the driver it only goes as far as this: http://i.imgur.com/1YYwP.jpg
I left it for a couple hours and was still like this. Please help. I need to transfer stuff to my phone.

Do you have the latest BIOS installed?
Most laptops have the abilility to switch bluetooth of and on via the keyboard. Sorry to ask this, but is it turned on?

How do I tell If I have up to date BIOS

FN + F8 Key turn it Off or On.
