If it is msMessenger, how can I shut it down ?

Greetings,
I was poking around my filesystem (agentRansac) for large files.
And I came across this:
ContactsLog.txt , here: C:\Users\vmars\AppData\Local\Microsoft\Messenger
The file size is 4,067 kb, and has today's date..
i don't want msMessager to be operating in my system.
If it is msMessenger, how can I shut it down ?

Unless you have installed Windows Live Essentials, Messenger wouldn't be on your PC. Messenger is bundled with Windows Live Essentials and only installed if you opt to install it.

If Messenger is installed then you should see it under the Programs & Features screen, where you can also uninstall it.

Yes, i do have 'Windows Live Essentials' installed,
but there is no mention of Messenger in windows addOrRemove programs.
Any ideas?

Open "Programs and Features" and select "Windows Live Essentials" then click the "Uninstall/Change" button.
From the options listed select "Remove one or more Windows Live programs".
This will allow you to see which of the Windows Live applications you have installed.
If one of the applications listed is Messenger, select Messenger and click "Uninstall".

Ok, I did the above.
The uninstall showed that I have 3 programs:
mail , writer , Photo Gallery and Movie Maker
Ugh, I still don't know what is making that file.

BTW: I used the freeware Unlocker program to delete the "ContactsLog.txt" file.
Unlocker said that the program holding on to ContactsLog.txt was "wlcomm.exe".

But today I notice that "ContactsLog.txt" is back. This time its a bit smaller, 3,503KB .
Here is one of the log lines:
" [21:18:28.86] 2af0 Contacts: Zone_UserState CRegisteredApplication::SafeFireEvent(148)@0x0664F760: (User='vmars316', Event=2, Application='wlmail.exe', Types='1') == <skipped> <0x 0> "
