What is the difference between the 64 bit version of ie and the 32 bit?

Briefly - very little. 64Bit should move data much faster, but in the case of a browser, there are several other factors , such as your computer speed, your provider speed etc.
Practically, one major disadvantage exists at the moment.Flash, which many sites have come to depend on, is still not available for ie.

That said, I think that any issues that you see with either version of IE8 (assuming you mean IE8 - since this is a Win7 forum) are probably issues with the web site and compatibility. If you see the "busted page" icon try clicking it to set IE7 "compatibility mode". (right of address next to "refresh" and "cancel" buttons on some pages)

Practically speaking, it would behoove most users to continue running IE8-32 for compatibility purposes. IE8-64 offers few--if any--compelling advantages at this time.
