Your question is too vague to answer. Please provide more information.

What do you mean "post something to a site"?
By what method are you "posting"?
What program are you using to "post"?
Where do you see this error message?
What are you "posting"?

My educated guess is that it's an incorrectly configured or broken web
site. If so, the problem is on their end, and there's nothing you can
do about it. You need to contact the admistrator of that web site. It
is not a problem on your end, nor is it a problem with Windows.

Sounds like a problem for the webmaster to fix. The directory where
you're trying to write your post has been set to be non-writable.
Somebody there needs to fix that.(That's what chmod does, the message
is trying to help whoever is in charge there.)

The directory names are Unix or Linux directory names and chmod is a
Unix or Linux command.

Hardly part of WIndows 7.

Are you trying to ftp to a site you have no permissions in? Get
permissions or instructions from the site owner...

Sounds like linux. /var is a linux folder.

The webadmin needs to read the install notes for "htmlpurifier".

HTML Purifier generates some cache files..."

"If you are unable or unwilling to give write permissions to the cache
directory, you can either disable the cache (and suffer a performance
hit):

$config->set('Core.DefinitionCache', null);

Or move the cache directory somewhere else (no trailing slash):"

So the person running the web site, needs to fix it, using the
instructions provided by the INSTALL file.
