How do I change 'share with' for a folder ?

When I open a folder and drop down the 'share with' menu it is set to
'Nobody'. If I select 'Homegroup' then drop the menu again it is still
showing 'Nobody'.

Anyone point me in the right direction here ?

First select "Specific people" and then click, "I'm having trouble
sharing".

OK I read all that but I still have the same problem. When I change the
sharing with option it will not alter,

Are you saying the "option" doesn't change or the "menu" doesn't change?
Perhaps you might look in properties of the folder and see what the
sharing properties actually are?

I'm saying both. Dropping the 'share with' menu shows a padlock by
'nobody'. So Win7 is telling me that sharing is 'locked' at 'share with
nobody'. No amount of changing to anything else will clear this. So I
need to do something elsewhere to allow file sharing first ?

That would be r-clicking the folder selecting "Properties" instead of
"Share with", and then selecting "Share". Also under "View" on the
Explorer window menu if you select "Status bar" the "Sharing state"
symbol will appear if the folder is shared.
