How can I get rid of what seems to be a "built-in" popup?

Hello all. I just got a new Dell Studio Slim this past week and am
getting everything configured and transferred from my old E310
Dimension. Anyhoo... I am running Windows 7 and Firefox as a web
browser. Everytime I first start the browser, I get this popup that
reads:

"Congratulations on your recent purchase of a Dell Computer
preconfigured with Windows Live. If you use the Windows Live
applications included on this computer, some information will be sent
to Microsoft. The data sent will include information about service
performance, your machine and your service use. See
http://privacy.microsoft.com for more information. The applications
are governed by the Microsoft Service Agreement, available at
http://tou.live.com."

It is in a "box" and includes an "OK" button which, when you click on
it, makes the popup disappear. It is also worth mentioning that when
the popup is visible, the rest of the page "greys out" or gets
"dimmer".

How in the world do I get rid of this thing?

Is it a popup or your home page? if it's your home page then just change
the page by going to Tools>Options and under the Main tab change to a
different home page.

I also have a couple Dells and both of them were set up by Dell so that
Dell was the home page browsers.

It's a popup that comes up (and seems to be kind of an "overlay") on
my home page.

Same problem

Except mine started after I ran Dell PC Tune Up for the first time. Lowering the security level to accept cookies did not work for me. BUT changing my home page to MSN (not DELL MSN) fixed it. I made the mistake of calling Dell Support. The foreign tech was hard to understand but insisted the issue was a known spyware problem and that each time I click the OK button I am endanger of crashing my computer. Further, since it was a software problem (created by the program DELL sold me!) the only way to get it fixed and prevent crashing my computer is to pay $140.00 for a microft technical assistant. Otherwise there was NOTHING they would do for me. What a load of garbage, and sounds like a scam: they sell you a product that creates a problem and then charge 140 bucks to fix it.
