Help with folders

Hi people. I got a problem.

I cannot move or swap files in folders. I tried to change the admin/user law, but it does not help. This impact of the virus? How i can fix this?
My system is windows 7 ultimate 32bit.

What do you mean by can't move?
If you mean that you can't arrange them in any order you want, then yes, unfortunately, that is the way Windows 7 is.

What computer system are you familiar with doing file move and swap operations? I've been on Windows so long that this doesn't ring any bells for me. I can't even think of a swap operation that makes sense in a file based system. So I'm curious....
