*HELP* Reboot and Select proper Boot device....

I recently created a new partition for programming like I have my default partition C:\ and I have my back up one called D:\ I created one under the W:\ and now my PC wont boot when I do it says "Reboot and select proper Boot device or Insert Boot Media in Selected Boot device and press a key" I have tried booting and going in the BIOS but I cant seem to find anything and I have no win 7 install disk all I have is my Windows 8 surface which is what im using to post this

You could probably download the iso to the Surface then *possibly* create a bootable USB. But I'm not sure because Surface is a different Architecture. So I'm not sure if there is an app that will do that for WinRT.
