for a program, but there are some free third party utilities that
will do it. I use "DeskPins." I can't find an original source site,

Sad to say Deskpins, just like 'Windows on Top' and 'Always on Top'
does not survive a reboot. I would really like to make 'being in the
foreground' a PERMANENT feature of GTalk.-
Well, cheer up because you are wrong (maybe). Look at the Autopins
feature under Options. It works for some programs but not for others. I
won't go into detail here. That is what the Help files are for.
