Getting back shut down options in Start

In W 7 the Start button has a button for Shutdown and when one clicks on
its right arrow one gets the usual options of shutdown, restart, etc. I
would prefer to have these sub-options available in the Start without
having to click on the right arrow. Is that possible?

Also, can one create a Restart shortcut on the desktop?

I Googled "windows 7 shutdown shortcut" and got lots of hits,
including this one that looks very straightforward and includes lots
of pictures.

Not as far as I know. But there is a least one sidebar gadget you can
get that will have those choices.

Sure. Read here: http://support.microsoft.com/?kbid=317371 That page
says Windows 2000, but it works in later versions too.

Not that I know of but you can change it from shut down to restart etc. In
Start Properties

You can create a shortcut to the shutdown.exe program that is part of
windows.
It has parameters enabling a restart.

This is not exactly the same as the restart in the menu as it ignores open
programs and just cancels them.

As to making your own shortcuts...

shutdown.exe is what you want (and it's on the system).

/f force
/r restart
/s shutdown
/t xx Pause for xx seconds (30 is default)

Other options too (such as /m for doing this to a different machine).

Just let the mouse pointer hover over the arrow for a second or so. The
options will appear without you havening to click on the arrow.

Not that I know of but you can change it from shut down to restart etc.
In Start Properties

I looked in Start Properties. I can see where you can change what the
Power button action is but not the default of the shutdown listing in
the Start menu.
