Folder access

I am the sole user of a new PC with W7.
When I first set it up, I set muself up as administrator.
Some folders in W7, for example, Documents & Settings, seem inaccessible.
They have a padlock overlaying their icon.
Are these forever locked?
I have tried to "Take control" of these as administrator via the methods which I found in this excellent forum, but the had no apparent effect.
Some help or guidance would be appreciated.
