Explorer hanging up

Windows explorer began hanging up on me randomly and turned into more often than not. This would generally happen when I right click on something like the recycle bin for example. It would hour glass and just stop responding all together. I would kill the task manually and reload it manually but it continues to happen. Tried running a repair but nothing was found that needed to be repaired. I built a second PC from scratch and everything was fine in the beginning but it began happening again. has anyone seen this before? Know of why it happens and or if it can be corrected?
