Explorer.exe crashes when opening a folder that contains an .mp4 file

I'm at my wits end.

I have a couple of folders on 2 different drives that have .mp4 video files in them.
Whenever I attempt to open the folders, Explorer.exe (or the replacement I tried) crashes.

Here's my specs and what I've tried so far:

Windows 7, 64bit, all current updates for Windows and drivers, etc.
12 Gigs RAM, Nvidia GTX 970.

I can delete the files in a DOS window.
I already instructed Explorer to NOT show Thumbnails.
I have scaned with Malwarebytes, etc and am not infected.
A run of System File Checker reported several issues that it could not fix.
None of them involved Explorer.exe, but some were interesting:
