error - "The installation package could not be opened....

When I run the Driver Detective installation program (and some other
programs), I get the following error:

The installation package could not be opened. Verify that the package
exists and that you can access it, or contact the application vendor
to verify that this is a valid Windows Installer package.

I've looked online, but haven't found a simple solution. I tried
differenct compatibility modes and I've run it as administer.

The desktop computer at home does not have Internet, and it has been
that way since I installed Windows 7. Limited funds. I go to the
library with a laptop. I'm not sure if this has anything to do with
it. Maybe there are some updates I am missing?

When I run the Driver Detective installation program
If you do a Google search for "driver detective review" you'll see
that the overwhelming majority of feedback on that program is that it
sucks. I would avoid it, and in fact, I would avoid any of its
cousins. There's no reason to use a program to do what you can so
easily do yourself, and at no cost versus what they charge.
(and some other programs),
I suppose it would help to have additional specific examples. Are you
trying to run x64 software on a 32-bit system, for example?

There's a suggestion here, to check the Windows Installer Service.

Some installers will have a .msi file. And Microsoft has Windows Installer,
which is a software like InstallShield, that has something to do with
handling installations. Some installers, will have some of their
own install logic, but will then use a .msi file and the Windows Installer,
to finish the job.

On older OSes, the problem was that there were several updates to Windows Installer,
such that users of older machines, didn't have an up-to-date Windows Installer.
That shouldn't be a problem for your Windows 7 machine, at a guess.
The dribbling Windows Installer thing, was a WinXP era issue.

So try the above article, and see if the Windows Installer service is running.

Unfortunately it didn't make any difference. It's Windows 7 (32 bit).

There was a program that tests video cards that couldn't install and
start. I have a CD burning program that worked fine under XP, but now
I can't get it to work in 7. WinRar gave me trouble, but I think it
needed an Internet connection.
