I just received a new system running Windows 7 64 bit. I used the file
transfer utility supplied to transfer files and settings from my old
system. Now my display has a large blank section above and below the
picture. I have not found any setting that corrects it. What am I missing?

right click an open spot on the desktop
then click screen resolution.

Right click on the desktop, choose Screen resolution or Graphics
Properties from the menu, and change the resolution of your screen to
match your new display.

Depending on your graphics card, you may to be imaginative to find the
correct name in - there's a bit of proprietary name changing there
sometimes.

I can change the resolution but it doesn't alter the situation. At all
settings I still have a large section at top and bottom that are black.
When I first started the new system the whole screen was filled.
cettainly WAS only after the data transfer utility was completed that on
restart the problem occurred so it almost certainty was some setting on
the old system that caused the problem.

If changing the resolution did not solve the problem

then simply reset the monitor itself

How does it look if you log in as a different user?

If it seems to be at the proper resolution now, try changing the
resolution to something else, then back to the correct one.

You might try updating/re-installing the display driver.

Most monitors have a setup "wizard" routine that might help correct
things.

I'm wondering if the task bar is in the proper place or not, and that
it might not be just the wallpaper that's not stretched properly.
You're description is rather vague and incomplete. A picture would be
helpful.

The keyword seems to be

"digital flat panel scaling"

and is more likely to be supported on a DVI or
HDMI monitor connection, than a VGA one. You may
have triggered an operating mode like that for
your video card, by accident.

Something like "fixed aspect ratio scaling", may
allow black bars to be inserted around the display.
That might be the mode you're in.

Sounds as though the monitor itself requires adjustment.The
monitor display can be stretched and shrunk both horizontally
and vertically. The controls are frequently on the monitor itself.
Choose the "Vertical Size" and increase it. Details will be in the
booklet that came with your monitor.
