Disk Cleanup Win 7?

Yes, you can using media recover application. Google and see what
you can get. I used Search & recover by iolo Technology. It wasn't great but
good enough to recover Data but not OS.

It depends on whether or not it just happened or not. If it was done several
days or worse, weeks ago, it's most likely been overwritten with other data.
