i have to buy Win 7 Home premium for my desktop new build. I have the same on my net book. I was reading info about win 7 HP that comes with Media center, where one can watch TV, record TV and etc. Personally I never looked for that on my Net book, that was not my primary interest...but it is now.. I don't think its on my version on the net book. I did a search and all I can find is Media Player...which every window OS has. Am I missing something? Also, do i have to get microsofts permission to install retail version of win 7 for a new MOBO?

Your netbook more likely came with Home Starter or Home Basic, rather than Home Premium. Media Center is a resource hog and your netbook is probably not powerful enough to use media center very well, if at all, especially to Record TV.
To play videos (but not record) you would be much better off installing VLC which can be found in our Freeware DB.
