decipher error message

Need help figuring this out. I get a error msg every time I start
Windows7. It mentions the file name. I just close it and go on about my
business. I'm trying to decipher this code so I can investigate further.
I think it has something to do with ATI Catalyst, but I'm not sure. I
don't understand the underpinnings of computers and programming so I
need help please. Thank you.

It was caused by a recent AMD/ATI catalyst update here, so it was a video
driver problem on my machine. The reply below with the exact instruction
for a fix from NetMngerNDF was the answer for our kdbsync.exe error...

Thanks for the info. I can run it as administrator but I'm having
trouble finding a 'video' tab in my AMD Engine. I tried uninstalling
the video transcoder stuff but no joy. Will continue with this
tomorrow. Thanks again.
