Date cut off

My screen resolution setting is at max, yet the bottom half of the date in
the lower RH corner is still cut off. Any suggestions?

You did not mention the type or make model of display that you use.
CRT based displays may "overscan", resulting in your problem. There may
be controls (internal or external) on the display that help.

The video card drivers may also have optional user settings that may
change the display presentation. (Mine do.)

All hope is not lost at this point. It's impossible to comment on
specific cures for your problem, due to you keeping the key details a
secret.

adjust the monitor's vertical sizing option.

I found that with Windows 7 there was a Windows update that messed my
resolution up. After the update my resolution was lower than previously. I
don't remember which update it was but am thinking it was a chipset update
or something to do with your video drivers. I always had my update set up to
automatically download and install because I figured Microsoft would not
send me a harmful update but now I have it set for me to check which updates
are being installed.

Don't elect to install hardware updates. They are for increasing
compatibility but ARE NOT OPTIMAL. You in effect installed a driver that
allows a generic install to succeed, but at the expense of overwriting
the one that is better for your system.
